POLICE HAPPY WITH 50
NZTA TO CHOOSE
The police are happy to enforce a 50kph speed limit in
Kaiwaka provided Wellington will grant the town the right to
have this safety limit. Northland road policing manager
Wayne Ewers says the police are supportive of the "one
speed" approach through towns now being adopted by New
Zealand Transport Authority.
Whether this is 50, 60 or 70 is being considered by NZTA
after sharply critical responses to an initial choice of 60.
Articles on it have run in The Bugle, the Northern Advocate,
Mahurangi Matters and other platforms. Submissions to
Wellington on the issue include one from Northland MP
Winston Peters.
Hills the key
Key to community concern is Kaiwaka's hilly layout. Two
long slopes bring the heavy highway traffic down to two
narrow bridges and the Oneriri and Mangawhai Road
intersections. The slopes encourage speed and even at 50kph,
a collision can be lethal.
The highway has been closed too frequently, for many hours
at a time, in the past year because of accidents, including:
Car hits bridge
Fatality outside shops
Car rolls south of Shamrock service station
Vehicle hits road curbing near Settlement Road and ends up down bank
Inspector Ewers supports giving the township one speed limit
rather than 50 and 70 as at present. He says it is hard to catch
speedsters where the zone distance is brief. "My
understanding is the police are pushing for them to cover quite
a large distance and NZTA has done all the assessments," he
says.
Call for roundabouts
As a result of submissions, NZTA and Kaipara District
Council staff have met with town business people to discuss
the possibility of roundabouts in Kaiwaka.
Sufficient land could be available to position these on the
State Highway at the intersections with the Oneriri and
Mangawhai Roads.

Mark Newsome [last issue details] an authority spokesperson
counters that the speed limit change near the narrow bridge

Well golly gosh, here we are November
already. I will turn the clock back
though to October if that helps.
Our first couple of days weather-wise
started out fine and warm then the wind
got up. I should not have mentioned
equinox last month. We had a mixed
bag of weather with wind, some very
cold and blustery, rain and beautiful
sunshine and a lot of cloud but the sun
found a way through.
We recorded at our house for October
2016, 100mm of rain and for 2015 was
66mm. The first 10 months of 2016 we
had 1,311mm and for 2015 we had
955mm. A difference of 356mm.
Our wettest October since 1987 was
2006 with 176mm and the driest was
2000 with 17mm.
In 2016 for October we had 13 days
with rain of some kind or other
(meaning heavy or light or in between).
And 2015 there was rain on 5 days.
At last we could dig up the vegetable
garden and are getting a bit planted.
Yes, we are getting late but our soil
may not be as pliable yours.
At last the Brynderwyn waterfall has a
decent flow running down, not like
other years at this time, it has been
struggling to get enough water down to
call it a waterfall.
A few confusions to end with. Why is
the third hand on the watch called the
second hand? As long as you know it
counts the seconds that is ok. If a word
is misspelled in the dictionary, how
would we ever know? If Webster wrote
the first dictionary where did he get the
words from?

This Christmas it will be 2 years since
Pragna and Mukesh Patel moved to
Kaiwaka to operate the Kaiwaka
PostCentre and extend it to include a
food mart, grocery shop.
“We have been overwhelmed and
encouraged with the welcome and
support of the Kaiwaka people. Making
Kaiwaka our home, after Auckland,
has been a big step but one we are
pleased to have made,” say the Patels.
Pragna and Mukesh Patel arrived from
India in 1988 and settled in Auckland.
Their two children were born in NZ
and they have one grandchild. In NZ
they started in retail and have owned
and operate several shops since.
The PostCentre and Food Mart is a
new venture for the Patels. They stock
a full range of NZ Post products,
handle NZ Post forms, transactions,
mail and CourierPost items. They are
also agents for NZTA (New Zealand
Transport Agency), doing a full range
of vehicle transactions, relicensing,
change of ownership, RUC, issuing
plates, etc.
The shop stocks a range of groceries,
frozen foods, drinks and veges.

The Alpaca Social Club is the bringing together of 2 kindred
musical souls. Both musical adventurers and travellers, on
different instruments and across a multitude of styles, Jon
Sanders and Craig Denham are something of a live
phenomenon. With strong roots in acoustic music, celtic trad
and various world styles and playing “The music they love
from wherever that comes from” they’re always ready to
take live music into unexpected places with skill, humour,
passion and a sense of adventure. Come and be beguiled.
Alpaca Social Club will perform for one night only on Sunday,
27th November. The venue is the beautiful hall in the
Absurdistan community, 317A Parekura Road, Kaiwaka.

Noho Marae
Our Noho Marae was a wonderful
success - both the teachers and students
came back talking enthusiastically
about everything they had done. It was
a great build up for the Kaipara Kapa
Haka Festival, the following day. The
performance the children gave was
exceptional. Please see our Facebook
page for photos. We especially thank
Sharlene Tornquist and Mina Paikea
for all the work they have done to
prepare for these two big highlights of
the year. I also thank all the teachers
and parents who helped with these
activities. We could not have done
them without your support.
Survey
The Board of Trustees surveys all the
parents, teachers and students every
two years to give everyone the
opportunity to let them know how they
think things are going. This was
emailed to all the addresses we have,
there is a hard copy attached to the
newsletter as well, so you can fill it out
whichever way you want. There is a
box at school for dropping them off, or
they can be emailed back to the Office.
WE WANT TO HEAR FROM YOU -
PLEASE FILL IN THE SURVEY. The
last day for collecting these will be
Wednesday 30th November. Please
ignore the 7 November date. There is a
draw for a free pool key which will be
drawn on 1st December.

Noho Marae
I would like to thank all the parents
who helped at the Noho Marae. It is a
full on two days and is only successful
if we have lots of people to support our
activities, work in the kitchen and help
clean up. A big thank-you to Ellen
Gray who lead the kitchen, preparing
amazing meals. We ate very well
because of this.
Also a big thank-you to the parents
who donated food. You were very
generous and any leftover food will be
used for other school events. I would
also like to thank Whaea Mina and the
teachers who worked hard preparing
for and during the Noho. This helped it
to be the success it was. It takes a good
team for things to run smoothly.

Swimming Lessons
We would like to offer swimming
lessons after school next year. Shawnee
Bridge is a qualified Swimming
Instructor, able to come to school to
give your children extra swimming
lessons. Lessons are for 5-11 year old
students, for 30 minutes each Thursday
from 2.30pm at the school pool, 9
weeks from 2nd February to 30 March.
Cost: $10 a lesson. The school pool
will be closed to the public during this
time.
Please register your interest in these
lessons for your children by filling in
the form in the school newsletter and
sending it back to school as soon as
possible.

lessons, you can ring the instructor,

happy to discuss your child’s needs

On the weekend of the 5th and 6th
November the KVFB held their 2-
yearly
fishing
competition.
The
weather gods were very obliging and
the conditions were good with a good
number of fish being caught both days.
Sunday
afternoon
following
prizegiving saw the fish that had been
caught and weighed-in auctioned off.
Again, this was very well supported, as
were the raffles. Thanks to Tony
Hargreaves and his great MC skills.
During Sunday afternoon “Off The
Grill” kindly donated their time, etc, to
keep people fed with awesome pork
and lamb sandwiches.
Just as the last raffle was drawn, people
got to see their local fire brigade
volunteers in action as a call-out came
in… that was call #118 for the year so
far.

We have just celebrated our 61st
Birthday. Women’s Section members
from Kaitaia, Whangarei, Waipu
Wellsford, Warkworth, Silverdale,
Birkenhead, Mt Wellington, and
Pukekohe joined us to celebrate, each
club receiving a lovely orchid posy
made by Heather.
Lena Carleton our President opened the
meeting and welcomed everyone, and
tendered our RSA President, Graeme
Hitcock’s apology. Thank you Mary
for attending in his place.
The Women’s Section song was sung
and the “Ode” recited by Lena. Angel

entertained us with some toe tapping
music, some members also sang along.
Johnny Lambert even had a new
instrument!!
The cake made by Trish and beautifully
iced by Lena was cut by Fay and
Bettie.
The trading table was well supported
especially the baking and plants and
cuttings were very popular
Des Chitty entertained us with his
guitar and singing- many thanks Des.
Each club received a written invitation
to our Bowls Day on February 6th.
Margaret Schutt and Des led us in
“Auld Lang Syne” to finish up the day.

awarded a 10 Day Leadership
Development Voyage on the Spirit of
New Zealand by the Zonta Club of
Mangawhai. The girls were presented
with their awards at the October
General meeting of the Zonta Club of
Mangawhai and they will return to
address the club about their experience
after their respective voyages next year.
These girls were chosen from an
impressive slate of candidates after a
process of shortlisting and interview.
This award is offered each year by the
Zonta Club of Mangawhai to a young
woman of the local area aged 15 to 19
who shows leadership potential. The
award is made possible by the
generosity of the local community
during Zonta fund-raising events such
as this year's Zonta Mid-Winter Dinner
and Ball.

The Kaiwaka-Mangawhai Scouts are
delighted that they now have enough
money so that all those scouts who
wish to go to the Scout Jamboree are
able to go. The Jamboree will be held
in Blenheim from the 29th December
through to the 7th January 2017. This is
an amazing achievement made possible
by fantastic support they have received
from the amazing people of the
Kaiwaka / Mangawhai community. All
Jamboree costs have been covered
through the community’s generosity.
The scouts are very grateful and wish
to express their sincere thanks and
gratitude to all those that have helped.

We are going to hold another Roller
Disco in our gymnasium. This will be
the last event I'm putting on for 2016
so please note it in your diary –
Saturday 10th December.
The Roller Disco will run from 7 - 9pm
and costs $10 (preschoolers $5). Skate
hireage is included (if you bring your
own skates, entry will be just $5).
There will be skates for all sizes of
feet!
There will be great music, disco lights,
glow items, drinks and other snacks –

The old diaries describe daily life in some
detail. Cattle were driven in mobs for sale
to Auckland. Aged seventeen, Dick was
droving with his father; this involved
following the road, or rather a clay track, to
come out on the beach at Orewa and thence
through Silverdale, Dairy Flat and
Riverhead to Sinton’s boarding house, and
from there to Alfred Buckland and Sons’
sale yards in Epsom. With stock sold, the
men, horses and dogs were ferried across
the Waitemata harbour to Northcote, to
start the long journey home.
On the 11
th
November 1896, fourteen year
old Dick and his brother Jim were learning
to shear sheep – Dick managed five (hand
shears, no doubt). Three days later, Dick
and older brother George shore about 40
each. The final tally was 725 head and not
quite 12 bales of wool resulted, which were
shipped by boat out to the cutter.
Dick was engaged in many different types
of farm work. Lambs were produced, grass
seed – cocksfoot and rye grass etc., oats,
pumpkins, maize, wheat, beans (for meal),
turkeys were captured for market, apples,
grapes for wine, horses were purchased,
bred and broken, chaff cut, butter made for
sale to the Coates and Kendall timber camp
at Pukekaroro, beef killed for the same
destination and for Sarahs at Cornish
Arms, Hakaru., rhubarb, kumara, hay,
turnips, and lots of potatoes (28 rows being
planted one day). The crops were put in
stacks and topped off with a raupo thatch
prior to threshing. Whenever there were
gaps in regular jobs, it was back to ‘the
chopping’ - cutting teatree and scrub
seemed to be a never ending task.
Francis Hull, Dick’s grandfather had
purchased the Unuwhao block (2,500 acres
more or less) near Matakohe, for 950
pounds on behalf of Washington Charters
of Belfast; Washington, being the brother-
in-law of Edward and Thomas Coates. The
Coates brothers settled and continued to
develop the block as a sheepholding in
1867. Thomas later moved to Pukekaroro
and commenced kauri extraction in
partnership with Kendall.
Ploughing was undertaken with up to three
teams at a time as well as clod breaking
and harrowing (two of which were three
horse teams). George senior, built a smithy
and shod their own and Maori steeds,
which were at times difficult to handle.
Gum was collected after ploughing and
was at peak value in 1899. Firewood and
water collection were constant chores. The
younger family members were responsible
for collecting the mail from Kaiwaka.
Parcels of stores and goods, from various
sources, including Smith & Caugheys,
came by steamer which was often very late
or a “no show” entirely!
On 25
th
November 1896, his father George,
was elected chairman of
the Otamatea county
council, a position he
held for many years.
This meant riding to
meetings at Paparoa,
cross
country
and
swimming his horse
across the Otamatea
river both ways. The
distance was about 20 miles each way and
he usually came home the same day.
There were dances in the farm woolshed
and friends came and went, often staying
overnight and longer. The tide and
mudflats were constant factors regarding
travel, and bright moon-lit nights were
helpful.
So this was Dick’s life; working with his
siblings and parents on the farm until his
death in camp at the age of 34. He was
spared the horrors of trench warfare and
lies in the peaceful graveyard at Hakaru.
Contrary to what is recorded elsewhere, the
military archives state he died at Izards
Hospital, Upper Hutt at 8am 22

August, while driving home along Oneriri
road toward Waihakari - this road formed
originally by the early family, I felt rather
sad that I knew virtually nothing about my
great uncle’s life. So my quest for
information began. The results have given
me a valued insight into the nature of his
family life and death over one hundred
years ago.

north of the township southbound traffic
"naturally helps" with reducing southbound
speeds." The short uphill grade also assists
to reduce speed in the southbound
direction," the spokesperson says [see
below for full answers].
Safety billboards
More significantly, KDC community
planner Annie van der Plas says in advice
to the Kaiwaka Can group that billboards
alerting drivers to the presence of the new
speed camera will be installed "at either
side of the Kaiwaka township".
Annie van der Plas says, and Inspector
Ewers confirms, that police will continue to
site a mobile camera intermittently in
Kaiwaka.
NZTA'S RESPONSES TO OUR
QUESTIONS
1. The no-stopping lines in Kaiwaka stretch
1800metres (the length of the village) and
are unbroken except for three bus/bay
areas and road entrances? The state
highway width through Kaiwaka is
insufficient to provide safe roadside
parking. The width of the road carriageway
allows for the safe operation of heavy
freight vehicles, safe turning movements
from the side roads and provision for
cycling. There is however an area opposite
Settlement Rd that could be set aside for
kerbside parking and the Transport Agency
is considering this and will discuss this
proposal with residents and local council in
the new year.
2. The village is in a dip down which traffic
is encouraged to speed. Speed
measurement data tells us that 15% of
vehicles are exceeding 70 km/h in the
northbound direction down the hill. This is
too high for this urban environment and the
Transport Agency considers that this will
continue unless a more satisfactory speed
environment is achieved. The Agency
considers a speed limit change to 60km/h
will
reduce
the
current
operating
speed. This is the site where the Transport
Agency has recently installed a ‘your
speed’ electronic sign. Speeds are being
recorded and the Transport Agency will be
reviewing the success of the sign to reduce
the operating speed on this section of
highway.
3. Two bridges constrict flow next to the
two major points of entry to SH1? The
speed limit change from 100km/h to 50km/
h is in the vicinity of the narrow bridge
north of the township and for southbound
traffic, this naturally helps with reducing
speed. The short uphill grade also assists
to reduce speed in the southbound
direction.
4. Wait times at these entry points can be
up to 15 minutes at peak times - and
control is by compulsory stop on the feeder
roads? The Transport Agency has no
evidence that delays are an issue in
Kaiwaka.
5. A third point of entry (by the left-sited
shops heading south) allows a right turn
into SH1 traffic? The Transport Agency
will be realigning the exit in the new year
to improve safety and access.
6. A fatality (car v truck) has occurred
already this year?

KAIWAKA ROADING ISSUE
KDC KEEPS KAIWAKA PEOPLE IN
THE LOOP
An update for you, as we recently met with
NZ Police and NZTA regarding the speed
camera for Kaiwaka.
NZ Police discussed the installation of a
static speed camera on the southern
outskirts of Kaiwaka. Their process for site
selection of a static speed camera is very
specific
and
robust,
whereby
an
independent company reviews speed crash
data that then determines the location of
nationwide high risk spots. These spots are
ranked and speed camera locations then
determined. These camera locations also
have to be approved by NZTA. The
location south of the Kaiwaka township,
was ranked number 9 nationwide on the list
of these high risk/speed related spots. The
camera to be installed here will be the first
static camera to be installed outside of
Auckland and Wellington. A location
within the Kaiwaka Township was not
chosen for a static camera as it is not
determined high risk by the Police’s
criteria.
The process of determining this site
includes:
Determine high risk sites based speed data
from 2005-2014
Carry out an engineering assessment of the site
Carry out a speeding survey to determine
consideration for a speed camera
Consult with NZTA, local authority and
community
Installation of camera
The Whangarei based Police visited
surrounding
residents
regarding
the
proposed site, handed out flyers (also
attached) and all were supportive of this
location
This camera will be accompanied by
billboards at either side of the Kaiwaka
township stating that it is a high crash risk
area/enforcement area, this seeks to achieve
a corridor approach warning people to
watch their speeds within the whole
corridor (including the township). It is
anticipated that the speed camera and
billboards will have a halo effect on speeds
within the township itself. Police will
continue to have a mobile camera in
Kaiwaka – the timing and location of these
is also based on high risk sites around
Northland.
It is anticipated that the billboards will be
installed before Christmas, and speed
camera will realistically be installed in the
new year. An additional speed survey will
be carried out after the camera is in place to
test trends and determine if speeds are
reducing in this area. We can pass this on
to the community when Council receives
this information.
In addition, NZTA are now reviewing all
feedback received as part of the proposed
speed limit change. This will be developed
into a report that is reviewed by both their
regional and national offices. The national
office then makes a final decision on the
speed limit. Important to note is that this
review of Kaiwaka’s speed limit has been
carried out due to the pressure Kaiwaka
Can has placed on NZTA regarding speeds
in the township. It has been reviewed a
number of times against the current
national rule, and then again under the new
draft rule. ~

Book swaps
We had the large print and audio books
swap last month. Lindsey and I went to
Kerikeri with our old selection of
books, and came back with a new range
of titles. These are on the shelves
waiting to be read, and are free to
borrow. The picture below was taken
during the book selection, and gives
you an idea of how many people and
books are involved - about a dozen
different libraries around Northland,
and hundreds, if not thousands, of
books!
The next swap on our calendar is the
Dargaville one, which is in early
December. No need to get those books
back before the swap, but do make sure
you have a good look through those
shelves before they disappear.

Recently I’ve read White Silence:
Grahame
Sydney's
Antarctica, by Grahame
Sydney. Many will recognise this
man's name - he is a well-known New
Zealand artist, particularly well-known
for his paintings of the
Central
Otago
landscape. In 2003 he
was invited to journey
to Antarctica, where he
found it too cold to
work with paints as he
is accustomed, so went
out armed with a
camera. This book is one result of the
trip.
I started out reading the text at the front
of the book while it was on my desk
waiting its turn to be processed onto
the library's shelves. The starkness of
the landscape caught my eye, and I was
curious about what he had to say about
it. Then I was hooked, and to finish the
reading I then borrowed the book and
took it home. I originally had no
intention of having more than a passing
glance through the magnificent photos,
but by the time I'd finished Grahame's
writing (about his introduction to
photography and early Antarctic artists)
I was looking forward to them.
