SCOUTS New Zealand is excited to be
holding their ultimate adventure for
Venturers (14 - 18 year old) in Kaiwaka
from December 31st 2018 – January 11th
2019.
Every three years ‘Venture’ is held, offering
this section of scouting the opportunity to
extend
themselves
with
challenging
activities, build friendships that will endure
for years and enjoy the local wonders the
location offers. It is expected that up to
1,000 youth will attend including many
overseas participants, leaders and staff.
The 2019 Venture has been named
‘Illuminate 2019’ recognising the ‘little town
of lights’ where it will be centred, and will
theme many of its activities around ‘lights’.
The camp will be based at the Kaiwaka
Sports Complex and will also utilise
Kaiwaka School. “The size and atmosphere
of this site is just perfect”, says Cory Lang,
Venture Director. “And, to top that off, we
have had a hugely positive and welcoming
response from the local community.”
Participants will be taking advantage of the
wonders of Northland – the beaches, the
caves, the back country, the many sea
activities and the variety of adventure
tourism that is on offer. “For most, this will
be an adventure that stays with them for the
rest of their lives, a place where they make
friendships and challenged themselves”,
explains Lang.
“While our primary purpose is to equip our
youth with skills and experiences that will
serve them well as they prove to be good
citizens in the world, we would also like to
think that we are able to give something
back to the community that has hosted us
and are mindful to look for those
opportunities”.

a high standard. Skills they must

areas of skill and commitment,

leadership,

experiences, outdoor, and personal
development.

We had a good turn-out for the Game Bird
Shoot held on the 1st and 2nd of July.
Even though the weather wasn’t the
greatest, there were still quite a few birds
weighed in. The results will be in the next

Closing for maintenance
I expect you’ve seen by now the poster
on page 2 of this Bugle, announcing
that we’ll be closing for a while so we
can do some maintenance on the place.
Our last day before it all starts is
Saturday 15 July - that is the end of
this week. Do come in and borrow a
stack of books before we close, to see
you through the ‘dry spell’ - and help
reduce the amount we have to pack and
shift.
You can take out more items than usual
before we close, and any that come due
while we’re shut will have their due
date extended so you’re not shut out of
the library’s free online services in the
meantime. You will still be able to
return books through the after-hours
slot as usual, and I’ll keep an eye on
that so it doesn’t fill up. This does not
include any books borrowed especially
for you from another library - these
will still need to be returned by the due
date, please.
Once all the books and shelves have
been cleared out of the library, a team
of volunteers led by our committee’s
chairman will be coming in to paint the
walls, fix the ceiling, and anything else
they can take care of while they’re at it.
Then, we will be putting down carpet
before moving everything back in
again.
The plan is to open again on Monday 7
August, but if we manage to get it all
done more quickly than anticipated we
will open sooner, and resume our
normal hours.
This is a huge project, and my thanks
go especially to our chairman, Ad
Clarijs, and the rest of the hall
committee, for putting up with it being
delayed for some time while I got some
‘ducks into a row’, and providing all
the advice and support I’ve needed.
Dargaville book swap
A group of us went to Dargaville
recently and swapped out the
Dargaville Public Library books from
our shelves for new ones. There’s a
great selection of titles there, both
fiction and non-fiction. Do come in and
see what’s here, there’s something for
everyone. We have these books until
early December.
Justice of the Peace
While the library is shut for
maintenance, I’ll still be putting the JP
sign out in town. Look for it either at
the library or the hall, and when it’s on
display I’m inside and available to act
as a JP for you. I’ll also post in the
local Facebook group as usual when
the sign is out, to let you know when
I’m around. You can also find local JPs

Seventeen members attended the
June meeting on a miserable
winter’s day; those that came
were so dedicated, and those
already with the flu were wise to stay
home.
Our birthday girl was Margaret
Haverfield
We had a visit from the Police "No no-
one was arrested"!! Officer Jeff
Medlund and Trevor Downey came to
speak on community patrols, which are
now in place in Mangawhai during the
dark hours. It makes us feel safe and is
a very good cause, especially for those
living alone, and we were very happy
to make a donation towards transport
up-keep and training courses, etc.
There has been a lot less crime, stolen
cars, erratic driving, unwanted visitors
since these volunteers started up again.
The vans are sign-posted in case you
notice strange vehicles at night.
The Women’s Section "Mid Winter"
Christmas dinner isn't far away now, in
fact it is on our next meeting day, 27
July at midday at the Mangawhai Golf
Club. $30 per member, partners or
visitors $30. Please get your names and

The tripe and onion luncheon was very
successful with 15 attending
Congratulations to Lena Carleton for
being elected as a NZ Delegate again.
Lena and Gloria made a big impression
in their red and white "poppy" dresses
made for the fancy dress evening at
conference. "Art Deco" from Waiheke
Island won the competition. Lena will
give a full conference report in August.
The raffle this month was won by Jan
Mann all the way from Rarotonga!!
Good to have you back safe Jan.
Twenty one over-80 members and ex
members attended the afternoon tea.
Each senior celebrity received an
interesting box of goodies lovingly put
together by Gloria and fun was had by
all. Bill Jaques kindly added to the
enjoyment of the day by playing a few
tunes on the "over 80's" piano.
Congratulations to Jaques Band on
their attaining 75 years of playing as a
band in our district and further afield,
we are so proud of you. Reg was busy
overseas waiting to bring back the cup
so hope he can make it next year!!
As has already been mentioned there is
no actual meeting at Hakaru in July,
but we are meeting at the Golf Club on
27th July; please get those names in
now.

Oh gosh, here we are into the second
half of 2017.
What a wonderful surprise trip to
Bermuda and back we had! Plus
bringing the Auld Mug back - sweet
as. A beautiful tropical island with
friendly locals and the weather to
match. Hot and sunny - yes, they have
rain and plenty of it with cloudy days
and the winds favoured Emirates Team
New Zealand. Awesome.
Kaiwaka weather has not been too bad
for June. A lot more sunshine would
have been good to see. The wind with
those rain storms was not very
comfortable. The calm days made up
for it, though.
June 2017 at our house saw 238mm
and in June 2016 we had 138mm.
Our wettest June has been 2009 with
300mm, and the driest June was 2012
with 52mm.
For the first six months of 2017 we had
1073mm of rain, and in the first six
months of 2016 we had 676mm.
Our wettest first six months since 1987
was 2017, with 1073mm, and the driest
was 1994 with 300mm.
We had rain on 12 days of June this
year, and in 2016 we had rain on 18
days.

our neighbour Jan who does
a great job of reading the
rainfall for me.

You must have guessed who the star of
the ‘Youi’ advertisement was - yes,

Six months in a (slightly)
cooler climate
If you’ve been feeling a little cooler,
it’s because temperatures are notably
down on average. The first six months
of last year set up 2016 to become the
hottest year on record, with an average
temperature of 15.2°C. For January to
June this year that figure has dropped
to 13.8°C.
In spite of the cool-down, January-June
2017 still ranks as the 39th-warmest
January-June period in the last 109
years, according to NIWA’s Seven
Station Temperature Series.
NIWA forecaster Ben Noll says the
direction from which the air is coming
plays an important role in temperatures
across New Zealand. Sub-tropical
northerlies tend to draw down warm,
humid air while southerlies via the
Southern Ocean can pack a chilly
punch. Unlike 2016, January-June of
2017 has not had an abundance of
northerly winds.
Sea surface temperatures (SSTs) also
significantly influence air temperature.
During the first half of 2017, SSTs
around New Zealand were not nearly as
warm as they were during the first half
of 2016. And while they were 0.06°C
above the long-term average, the figure
for the same period last year was 1.22°
C above average.
if there’s one weather feature this year
has been known for, it’s heavy rain
from the likes of the Tasman Tempest,
ex-Tropical Cyclone Debbie, and ex-
Tropical Cyclone Cook.

From the Principal
We will be having a bit of a staff
reshuffle next term, for the rest of this
year.
Because I have been selected to be the
Lead Principal for the Twin Coasts
Community of Learning l Kahui Ako,
there will be times when I am working
with
our
collegial
schools:
Maungaturoto, Otamatea High School,
Mangawhai Beach School and Paparoa
School. We are all now a group of
schools working together to improve
learning and teaching for all our
students.
To manage in the best way for our
school, we have employed another
teacher to teach in Room 5. Sharlene
Tornquist will be released full time and
will support all the teachers and
students across the school, as well as
take on some of the leadership
responsibilities.
The new teacher is Mrs Jennifer
Langridge. Jennifer comes to us from
Arahua School and is very highly
recommended. Her strengths are
literacy and creative arts. We are
looking forward to welcoming Jennifer
into our school.

The Jungle Book offers Fun for
the School Holidays
Otamatea Repertory Theatre is holding
a colouring competition to help
publicise its upcoming show, The
Jungle Book - pictured above is a
small version of the brilliant picture to
colour.
There will be three age groups – Under
12, 12-18 and Adult. There will be
prizes for each section, and all entries
will be on display in the theatre foyer
during the show season. The colouring-

The Jungle Book, Rudyard Kipling’s
classic tale of the little boy raised in
the jungle by wolves, will come to life
on the Otamatea Repertory Theatre
stage in Maungaturoto, in August. It
promises to be an
excellent show for the whole family.
The Lions Club of Paparoa is hosting
the Opening night – Friday 4th August
- and proceeds from this will be used
towards the new Dementia Unit at
Maungaturoto. The first matinee on
Saturday 5th August, will be a special
Family Deal, and is only available
from Tony’s Lotto Shop. Two adults
can bring two students for no extra cost
– pay for two adults/get two students
free – for this show only.
The Jungle Book season runs from August
4th to August 20th.

Decimal currency move a
defining moment
Many of us will remember 50 years
ago when pounds became dollars!
On Monday 10 July one of the defining
moments in New Zealand’s history
happened when we moved from
pounds, shilling and pence to decimal
currency.
Decimalisation was first discussed as
early as the 1900s, but it wasn’t until
the 1960s that both the National and
Labour parties supported it.
The government then published all the
proposed designs, and got the public to
vote on them. Designs by London-born
New Zealander James Berry emerged
as the public favourite and in 1966 the
government chose Berry for all six new
coins.
Designs for the notes – the first New
Zealand paper money to show the
reigning monarch - were kept under
wraps until June 1967 to thwart
counterfeiters.
There was also much public discussion
over what to call the new currency.
Names suggested included ‘crown’,
‘fern’, ‘tūi’, ‘Kiwi’ and ‘zeal’. In the
end, both Australia and New Zealand
settled on ‘dollar’.
Once that was decided the new money
had to be made – 27 million new
banknotes and 165 million new coins
had to be minted and distributed in
time for the change-over. The new
money was valued at $120 million and
weighed more than 700 tonnes.
Banks closed from Wednesday 5 July
until Monday 10 July to give bank staff
time to convert their records into
dollars and cents. And, of course, the
now-obsolete old money had to be
disposed of.

My husband Anchal and I (Heidi
Clark) took ownership of ‘the Ark’ in
May which we have renamed ‘the
Heart’ or Ngakau. We have always
shared a vision to give to others and we
thought the buildings would offer a
space where community members can
come together and offer a range of
services for the benefit others. The idea
is based on a gift economy where you
give without thinking ‘what's in it for
me’ or ‘what will I get in return’ as we
all have a special skill or talent to offer.
We have done a lot of renovating such
as adding insulation, new gib, lighting,
carpet and some fresh paint to the
buildings. The hall has had a heat
pump installed to create a warm and
welcoming space where classes,
workshops and meetings can be held.
Three of the six rooms have been
rented by Kaiwaka Cares and a
naturopathic practitioner. There are still
two therapy rooms available that I hope
some wellness practitioners such
as: massage, physio, osteopathic or
counselling professionals will fill.
I have also saved one room for hot
desking to support other local
charities and social enterprises in
the community.
We will be starting yoga and
pilates classes in August and
would love to see more classes for
the community happening. Anchal
will be starting ‘laughter yoga
classes’ and community ‘kirtan’,
which is meditative music played
on a ‘tabla’, which are classical
Indian drums.
The new facility ‘the Heart/Ngakau’
will receive a blessing by local
Kaumatua and an open house will be
held on July 22, 12-4pm. Everyone is
welcome.
Ultimately we would like to help others
to live a healthier, happier and less
stressful life and provide opportunities
for social entrepreneurship. Anyone

July is shaping up to be a busy
month for Council. We have a
number of sessions scheduled
to work on the Long Term
Plan, which is our ten-year
budget that is reviewed every
three years.
The
district-wide
public
Roading Meetings have been
well
attended.
This
has
allowed people to better
understand
how
Council
roading
funding
and
maintenance works and raise
issues of concern. Anyone with

I have lodged six items on the agenda of the upcoming
Council meeting. The first proposal involves the filming of
Council meetings for livestreaming or on demand video
viewing. Our district is spread over a large geographical
area. Putting this initiative in place will allow ratepayers to
better engage with, and monitor the performance of their
elected members.
I am proposing making Council’s informal workshops open
to the public, and advertising their dates and subjects. This
will allow ratepayers with a particular interest in a matter to
be better informed. It will help to avoid the problems of the
past when decisions were effectively made in closed
workshops, and then transacted through the subsequent
meeting.
I am also proposing a full review of the Reserves
Contribution Fund Policy via a committee that I will chair.
When new lots are created, landowners are required to
make financial contributions for the recreational needs of
the new future residents. I want to change the policy to
ensure that the money gets spent in the communities where
it is collected, and that all community groups get a chance
to apply for funding for qualifying projects.
Two further motions that I have put forward involve setting
formal policy and procedures around the appointment of
independent commissioners for decision making. There is a
perception that Council ‘picks favourites’ when it comes to
resource consent hearings. I am proposing a formal policy
and procedure, and a public register to ensure that all listed
commissioners are given equal opportunity to hear
consents. This will improve transparency and remove any
suggestion of bias.
These matters will be considered by the full Council at the
Kaipara District Council meeting on 11 July.

Exciting News!
After several meetings with the
bigwigs from Scouting NZ, we can
now announce our exciting news: in
January 2019 we will host Scouting
NZ's triennial event 'Venture'.
Up to 1,000 youth from around New
Zealand and Australia will descend
upon Kaiwaka to camp at our grounds
for a week and engage in activities
around Northland. This will be a
wonderful chance to showcase our
town, and the influx of people will be
positive for our local businesses. You
can read more in the article in this
edition of the
Bugle.

“You've probably heard the expression " as busy as a
beaver". If it's said of you, take it as a compliment, for the
delightful little beavers who frequent the rivers and streams
in Canada and the US are industrious little creatures who
make their homes in carefully self-constructed dams.
However, even these innocent animals can run afoul of
bureaucracy over their building habits as this amazing (and
true) exchange of correspondence shows.
From the Michigan Department of Environmental Quality
to landowner Ryan De Vries: "It has come to the attention
of the department that there has been recent unauthorised
activity on your parcel of property. You have been certified
as the legal landowner and/or contractor who did the
following unauthorised activity: construction and
maintenance of two wood debris dams across the outlet
stream of Spring Pond.
"A permit must be issued prior to the start of this type of
activity. Our files show no permits have been issued -
being in violation of Part 301 of the Natural Resources and
Environmental Protection Act, Sections 324.30101 to
32430113. We find that dams of this nature are inherently
hazardous and cannot be permitted.
"The department therefore orders you to cease and desist
all activities at this location, and to restore the stream by
removing all wood and brush forming the dams. This
restoration must be completed by 31 January. "
To which the very astute and amusing Ryan De Vries
replied: "l am the legal landowner but not the contractor at
2088, Dagget, Pierson, Michigan. A couple of beavers are
in the process of constructing and maintaining two wood
‘debris’ dams across the outlet stream of Spring Pond,
"While l did not pay for, authorise, nor supervise their dam
project, l think they would be highly offended that you call
their skilful use of nature's building materials ‘debris’. I
believe there is no way your department could emulate or
hope to match their dam skills, their dam resourcefulness,
their dam ingenuity, their dam persistence, their dam
determination, and/or their dam work ethic! I do not think
the beavers are aware that they must first fill out a dam
permit prior to the start of this dam activity "My first dam
question is - are you trying to discriminate against my
Spring Pond beavers or do you require all beavers in this
state to conform to said dam request?
"Aren't the beavers entitled to legal representation? The
Spring Pond beavers are financially destitute and unable to
pay for said representation, so the state will have to provide
them with a dam lawyer. If you want the stream ‘restored’
to a dam free-flow condition, please contact the beavers.
But it you are going to arrest them, please be aware that
they did not pay any attention to your dam letter, being
unable to read English.
"ln my humble opinion, the Spring Pond beavers have a
right to build their unauthorised dams as long as the sky is
blue, the grass is green and water flows downstream. They
have more dam rights than I do to live in and enjoy Spring
Pond. ln conclusion, l would like to bring to your attention
a real environmental quality (health) problem in the area -
it's the bears! Bears are actually defecating in our woods. I
believe you should be persecuting the defecating bears and
leaving beavers be!
“Finally, being unable to comply with your dam request,
and being unable to contact you on your dam answering
machine, I am sending this response to your dam office."
And the outcome? I
don't know, dam it,
but watch this space!
