CONGRATULATIONS, KRAIG!
KAIWAKA VOLUNTEER FIRE BRIGADE recently
held their Honours Night to celebrate the members Years
of Service and the presentation of the 25 Year Gold Star
for SSO Kraig Steiner.
Our Brigade members have completed over 204 years of
service. It was noted not only do the members give of their
time and expertise but how their families are always there
in support.

WEATHER
JULY
Well July didn’t have
any surprises for us as
far as weather went. It
was a bit like June – very average
really, although I did manage to get
our lawn mown a couple of times.
Our total rainfall for July was
151.5mm over 27 days.
The most rainfall recorded at our place
for the month of July was in 2022 with
a total 404mm over 25 days - the least
I recorded was in 2013 with a mere
45.5mm over 6 days (bring back June
2013 I say).
Derek recorded 150.5mm for the
month of July in the Hakaru Valley
over 25 days.
The warmest daytime temperature
Derek recorded in July was on the 8th
with a maximum of 14 degrees and the
coldest nighttime temperature was on
the 3rd of July with a -6 brrrrr, no
wonder I had to put a thicker duvet on
the bed.
We can only hope that the weather will
continue to improve, rain wise. My
husband has always maintained that
the month of August is a month of two
halves. One half finer than the other.
Time will tell I suppose, so far it is
shaping up nicely for a finer 1st half.

SPRING EQUINOX - Saturday, 23
September 2023.
Simply, the Spring Equinox is the first
day of spring season and day and night
have approximately the same length.
The solar equinox is a moment in time
when the Sun crosses the Earth's
equator, which is to say, appears
directly above the equator, rather than
north or south of the equator. On the
day of the equinox, the Sun appears to
rise "due east" and set "due west". This
occurs twice each year, around 20
March and 23 September.
Equinox comes from the Latin words
aequi, which means "equal," and nox,
which means "night."

We have had Anne-Marie from
Northland ACC visit us to talk
on Risk Management to help
prevent accidents, it is important
to keep building strength. Anne-Marie
showed us some exercises suitable for
our age group to improve our balance
as well.
Some of the hazards are floor mats,
polished floors, wet floors and not
wearing safe shoes.
It is important to keep up Doctor’s
appointments
as
our
medical
requirements change, handrails are a
benefit and medic alarms obtained
from our GPs.
Congratulations to Frances Wearing
who celebrated her 90th Birthday on
the 1st of August, she had an "Up in
the Air" birthday in other words a
flight over Mangawhai which she
enjoyed immensely.
Our other Birthday Girl was Pamela
but she kept her feet on the ground!
Next meeting will be on Thursday
21 September at 1.15 p.m. at the

It’s almost Spring
– in Northland (a
warmer part of the country)
planting can begin for these
vegetables: the Beets (red
and
silver),
Cabbages,
Carrots (best from seed),
Cauliflower, Lettuce, Onion
(bulb and spring), parsnips,
Peas, Scarlet Runner Beans,
Radishes and Potatoes. By
mid-September planting Cucumbers,
Courgettes and Gherkins is a must!
SPRAYING – early Spring
Try spraying your Apple, Pear,
Peaches, Plum, Quinces with a
compost spray. Do it at regular
intervals, say every 3 weeks, beginning
at blossom time – you will be
pleasantly surprised (as long as it
doesn’t rain and wash the spray off!).
COMPOST SPRAY:
Use one part of well-ages compost (at
least 6 months old) to 6 parts of water
– in a 45-litre bin use a household
bucket if 7 litres capacity of compost
and fill the bin with water. Stir the
solution
straightaway
and
then
occasionally for three weeks. By now
the mixture will have reached full
potency; spray over foliage – no
dilution necessary. It has proved
effective against BLACK SPOT on
fruit trees, potatoes,
tomatoes
and
grey
mould on Strawberries.
The mixture is a great
foliar feed.
All trees and shrubs can
be given a ‘dressing’ of
fertiliser (N:P:K:) at this
time – water in if not
raining!
Spring has arrived so my bluebell
bulbs tell me (thank you John and Jan
for the bulbs). They are about to burst
into flower and put some beautiful
colour in the garden.
Spring and Summer flowering bulbs
and plants really do brighten up the
garden (and the bees) and lift the spirits
after what has been a very damp
Autumn and Winter.
Snapdragons and Pansies make a
showy spring border; Sweet peas on a
trellis or netting fence also add more
colour.
Has your lawn dried sufficiently to
mow? Don’t cut it too short; if it is
looking a bit ‘ragged’ spread some
nitrogen fertiliser and rejuvenate by
over sowing with lawn seed.

Nearly 100 students were enrolled last Wednesday evening for 2024 There will
be a second enrolment evening on the 6th September. A reminder that we
operate an enrolment scheme at Otamatea High School and any out of zone
enrolments must be completed by the 30th August to go on our waiting list. Full

READER/WRITERS:
We are currently seeking exam assistants - reader/writers for the upcoming end
of year exams. Some of our students need support to show their best efforts
during the end of year exams. If you are available during the school day in
November, and have good basic literacy skills please contact the Learning
Support Coordinator by email: jessica.whitehead@otamatea.school.nz, or
contact the school office to leave a message with your details. Police vetting is
required, training is provided and this is a paid role.

OK team I have a couple of
things to bring up to you all and
could you also please pass on...
Would clubs be keen to be involved
in a Sports Awards, appreciation
evening...
celebrating
members
achievements, acknowledging peoples
input within clubs??? If there is any
interest, we will go ahead and plan the
evening with input.
We are keen to hold another Top of
the Rock early next year around
March/April. If you are keen to be part
of the small organising team, please
message me.
We are trying to raise money and
applying for grants to get the
gymnasium roof fixed sooner rather
than later... we can't do it on our own
and help when we need it will be really
appreciated. The gymnasium is a very
well used piece of the KSA domain.
Lastly, we need more engagement
from clubs, if you or a representative
cannot attend a meeting, (by the way
meetings are every month for about an
hour and a half, easy). Please send a
report so we know how things are
going-we are all in this together and
want the best for the awesome facility
we have.

coming!
And it's going to be
perfect for Tennis.
Kaiwaka Tennis Club has been an
established club in the community for
many years.
The courts at KSA are a fantastic asset
and will be great to see them being
used again this summer.
The club runs Juniors (school aged)
coaching + playing sessions in Term 4
and Term 1 over the summer season.
Sessions start at the end of October so
bring the kids along and give it a go.

History: Father's Day was
inaugurated in the United
States in the early 20th
century to complement
Mother's Day in celebrating
fathers,
fathering,
and
fatherhood. Father's Day was founded
in Spokane, Washington, at the YMCA
in 1910 by Sonora Smart Dodd.
Father's Day in New Zealand was first
observed at St. Matthew's Church,
Auckland on the 14th of July, 1929. By
1931, many other churches in New
Zealand also started to celebrate the
day. In 1935, Australia marked the day
at the beginning of September and
New Zealand followed this in 1937.
The official Father’s Day flower is the
white or red rose. Mrs. Dodd suggested
that people wear a white rose to honour
a father who was deceased and a red
rose for a father who was living.

FISH AND CHIP NIGHT
As mentioned last month, we now have
a new President, Babe Kapa, and we
have a structured plan for the ensuing
year. We always meet on a Tuesday
and the first meeting in the month will
be a business one, where we will plan
and review, at the Country Club. This
will be our fish and chip night so we
can all focus on the business in hand.
We are planning to have speakers on
the second and fourth Tuesdays, while
the third Tuesday will be a little bit of
business but mostly focussing on
fellowship - at Centennial Hall at 6pm.
We continue to be well catered for by
both the Netball and DOE groups at the
High School.
“CREATE HOPE”
We had a visit from our
new District Governor
who outlined not only his
background
but
also
suggesting the ways we
could be involved with the
wider organization in the
future. Our motto for the
year “Create hope” has
an emphasis on caring for
each other. He is asking us
all to be more aware of those around us
and to be prepared to listen when
someone we are talking to needs to
share.
ROTARY SHOWCASE
The showcase at Paparoa went very
well, but it became very evident that
most of the groups present were
looking for volunteers. I would
encourage you to look around in your
community to see where you may be
able to give an hour or two of your
time. There must be areas that you are
passionate about and I can assure you
that the payback is huge. For Rotary
we were able to showcase our
Emergency Response kit and Driver
mentoring. The latter is progressing
very well with three new Mentors on
board and students attaining their
restricted licences. I should point out
here that a Restricted gained in an
automatic car means that only
that type of car that can be
driven.
However, a full licence can be sat in
either with no such restrictions.
I was fortunate to join a Whangarei
South Rotary club meeting a couple of
weeks ago. I was able to not only catch
up with one of our former members,
Colin Smith, but also able to listen to
Chris Farrelly, former Auckland City
Missioner. It was interesting to hear of
three different aspects in his life, and
all had a Rotary connection. Chris was
involved in not only the Northland
DHB but also Manaia Health. More
recently, he was one of the lead
instigators
in
having
“Homeground”
in
Central
Auckland built. This is a
fantastic 24/7 wrap around
facility,
including
80
apartments, for many formerly
living on the streets. He did
mention how important it was
to listen to the people you were
to provide a facility for, as
without that input there may be
gaps in the completed project.
MAUNGATUROTO WHARF
We are hoping to work with the
Maungaturoto Residents’ Assn in
upgrading
the
wharf
area
in
Bickerstaffe Road. We are getting
advice about the best way forward and
what would be the best types of trees to
plant in that area. Obviously, this will
not take place until after lambing is
finished as the walkway is now closed.
A SAUSAGE AT BUNNINGS
If you happen to be over in Mangawhai
on either the 2nd or 23rd of September,
please come and buy a sausage from us
outside Bunnings. We will be selling
from about 8.30 to at least 1pm each
day, and our delicious sausages from
the local butcher will only cost $2.50
each. We are also hoping to have
donuts from Mark Ottaway, and these
are a delight not to be missed.

The one-year anniversary of the new
Council is rapidly approaching. This has
been a very busy time with seven out of
ten elected members being new to the
role, the appointment of a new Chief
Executive and a myriad of legislative
change foisted upon Council by Central
Government.
LEGISLATIVE REFORM
The
Affordable
Water
Reforms
(previously Three Waters) taking control
of water assets off Council and placing it
with a Water Services Entity (in our case
Entity A encompassing Northland and
Auckland). Entity A is scheduled to be
first out of the blocks with a scheduled
start date of 1 July 2024.
The Future for Local Government
(FFLG) reforms with an intention to
change the way local government works
including the embedding of co-
governance arrangements have also been
progressed.
Central government has also pushed
ahead
with
a
simplification
of
subdivision and land use by moving to
replace The Resource Management Act
(RMA) with not one but three new
proposed Acts (Natural and Built
Environments Act, Strategic Planning
Act, and the Climate Change Adaptation
Act).
Opposition parties have indicated an
intention to move away from these
reforms.
This
creates
significant
uncertainty in the lead up to the general
election.
LONG TERM PLAN
Council is in the process of reviewing
our Long Term Plan (LTP). The LTP is
our ten year budget and works
programme that is reviewed every three
years. Council have agreed our high level
vision and community outcomes. They
are –

Prosperous
economy,
Affordable living, Dependable roading,
Vibrant
communities,
Healthy
environment
We will be working through the review
of all work programmes and coming out
to the community for full consultation in
2024.
ROADING
Roading maintenance is Council’s
biggest expense and one of the biggest
concerns for ratepayers.
Anyone who has driven our roads lately
could be excused for concluding that the
maintenance is not good enough. We
share your concerns and improving
delivery of roading maintenance is centre
of mind. To that end we have two
reviews underway. The first is a review
of our roading maintenance contracts. In
this space we are discussing how we can
allocate more of the work to local
contractors who have ‘skin in the game’.
The second review is of the operating
model and how we deliver our roading
services to the community. These
reviews are timely as we go about our
work on preparing the Long Term Plan
for consultation.
DISTRICT PLAN
The district plan is our most substantial
policy document and dictates how
ratepayers land can be subdivided and
used. To progress the review of the
district plan and to ensure that it is
simple and enabling, Council has formed
a District plan Working Party which I
chair. We want to create a simple
document that ratepayers can read and
understand without having to engage
professionals, and that
has as little ambiguity as
possible.
We also need to balance
the high development
demand in the eastern
part of the district with
encouraging growth and
new businesses in the west.
There is also private interest in rezoning
with two private plan changes at both
Mangawhai and Dargaville currently
being processed.
ECONOMIC DEVELOPMENT
At the start of the term Mayor Craig
Jepson established a Kaipara-specific
Economic
Development
Committee
which I chair to focus on taking our
district
forward,
creating
new
opportunities for enterprise, and to attract
new residents and businesses to the
Kaipara. This committee is exploring
initiatives to facilitate business growth
and overseeing the development of a
district specific economic development
strategy. Council is currently in the
process of recruiting an economic
development role to lead this work
operationally.
Council is also a shareholder in
Northland Inc. which is a Council
controlled
economic
development
organisation belonging to Kaipara
District Council, Northland Regional
Council and Far North District Council.
Mayor Jepson and I sit on the Joint
Regional
Economic
Development
Committee, and we are working closely
with Northland Inc. to identify
opportunities for Kaipara in a larger
regional strategic context.
WASTE TO ENERGY
In April this year I proposed an
investigation into using waste to energy
technology in conjunction with all of the
Northland Councils. This technology has
advanced hugely, is very clean, produces
large amounts of energy and a range of
valuable by-products, and is used
extensively throughout Europe. With
strong opposition to the establishment of
a landfill in the Dome Valley, there is a
need to explore better and cleaner
alternatives.

now had a
meeting
on
the
subject
with all of the
Northland
Councils and
has arranged
a
further
meeting
of
the Northland
leaders with
Auckland
Council
to
further
the
discussion.

BOOK REVIEWS
I've delved into some good series
recently... The DC Gary Goodhew
series by Alison Bruce has been
excellent. Start with the first book
Cambridge Blue to follow the lives of
Gary and the people around him at
Cambridge's Parkside police station.
We have all 7 books on our shelves,
and I recommend the standalone titles
by Alison Bruce as well - she's an
excellent writer of thrillers.
I've read Sorcerer's Edge, the 3rd
book in the Tethered Citadel series
by NZ author David Hair. Start at the
beginning with Map's Edge, then
World's Edge. It's a great adventure in
a world that's a little different to ours.
I thought I'd finished the Tracy
Crosswhite series by Robert Dugoni
with #9 What She Found, until I
checked as I was writing this article
and found #10 in the series will be
coming next year. Start with #1, My
Sister's Grave where Crosswhite is a
Seattle police detective, driven to that
job by the disappearance of her sister
many years ago. We have the whole

BOG STANDARD:
Innovations in toilet design
The first UK patent for a flushing toilet, or water
closet, was granted in 1775, followed quickly by two
more in 1777 and 1778.
Later, the Victorians sought to make even this most
utilitarian fixture beautiful, producing designs for
highly decorative sanitary ware.
In 1852, Josiah George Jennings, a plumber and
sanitary engineer born in Hampshire, designed a water
closet (WC) specifically for use in railway stations,
exhibition halls and other public spaces.
Jennings' patent number 14,273 described how the pan
and trap were formed in one piece so that ‘there shall
always be a certain
quantity of water retained
in the pan itself, in
addition to that in the trap
which forms the water-
joint’.
The 1851 Great Exhibition
in Crystal Palace included
the
installation
of
Jennings’ public toilets.
There was a charge of one penny to use them –
hence the euphemism ‘to spend a penny’ meaning
to go to the toilet. The exhibition saw over 800,000
people paying the penny charge, which covered not only access to the toilet but
also to a towel, a comb and a shoeshine. Jennings' design is still recognisable as
the basis of most modern flush toilets. ~

From the 1910s onward indoor toilets became common, but it was some years before
indoor toilets became the norm. The 1945 Census found only 67% of New Zealand
households had a flush toilet, although this had increased to 81% in 1956 and 97% in
1971, the last time the question was asked
