“Christmas time, mistletoe and wine!” So
sang Cliff Richard every year from the
speakers in our home. But is Christmas
really about a decorated tree, eating
turkey and drinking wine, rellies and
presents?
That’s what most of us grew up with. So
yes, it is in one sense. But in its origins – it
has nothing to do with any of that. It’s not
even about Saint Niklaus, the original Santa,
though he did some good. Neither is it about
Christmas carols!
Christmas began with a little family
travelling from Nazareth in the north of
Judea, to Bethlehem in the south, because
the Roman authorities were conducting a
census, and everyone had to register in their
town of birth.
While they were there, their first child was
born. They called him Jesus. But it was not
long before they heard that King Herod was
looking for their child to kill him! They fled
to Egypt. Not exactly a friendly destination
in those days.
So what was going on? Amazing as it may
sound, the bible goes on to explain that God
was in that baby, and God was visiting earth
on a rescue mission. That became clearer as
he grew, started teaching the common folk
in the streets, and was eventually cruelly
killed on a cross in an attempt to silence
him.
As the angels said to the shepherds, “Do
not be afraid. I bring you good news that
will cause great joy for all the
people.

So, Christmas is about that
baby and what he did for
us all.

KSA’s TOP of the ROCK 2024 - Sunday 17 March - St. Patrick’s Day!
We remember Ian Leighton, long time resident of Marshall Road, who died
suddenly last month. Ian was the first Kaiwaka Can secretary, regularly helped
with the town water supply and with collecting rubbish.
Boaties on the Kaipara Harbour are able to communicate freely and easily

Toa Henderson scored the 20th win of his Open-class career in New Zealand
when competing at the Whangarei A and P Show last week. Toa was the No 2-
ranked Open shearer nationwide last season with 11 wins, four second placings
and one third in 16 finals.

MANGAWHAI
The new North Haven Hospice charity shop opens
Wednesday 13 December on Moir Street, Mangawhai and
will have both clothing and home décor.
Kaiwaka, Mangawhai, Langs Beach and Maungaturoto are
all in the wider service area for North Haven. Their nurses
are in the community every day supporting people with a
life-limiting or terminal illness.
North Haven Hospice need to raise around $3 million a
year to keep its services free.

WEATHER
NOVEMBER
What lovely weather we have had this
November. Our lawn has dried out
nicely and we are able to mow all of it
again. I’m sure there are a lot of others
in the same boat.
The trees are breathing a sigh of relief
as they can now get on with the job of
getting leaves instead of being bashed
to bits by that horrible wind.
NOVEMBER TOTAL: We only had
68mm of rain for the month of
November over 10 days, a much
needed break from the persistent rain.
HIGHEST: The highest rain record I
have taken for the month of November
was last year 2022 with a whopping
294.5mm over 19 days.
LOWEST: The lowest recorded at my
place was 24.5mm in 2010 over 6
days.
Derek in the Hakaru valley recorded
63mm for November over 11 days.

A recognition of Grant’s retirement was
held last Friday. Grant, who held the reins
at Parker Lime for many years, along with
Lynne, is now able to give more time to

Jess and Ant Pedersen left Four Square
Kaiwaka in October and took over New
World Onekawa in the Hawkes Bay. They
have kept up their very busy lives and
have included a return to racing in
occasional
“low-key”
domestic
competitions. Ant recently proved that his
competitive drive had not been lost when he, along with his
dad and young driver Marco Giltrap, won the Highlands 6
Hour last month, beating the likes of Shane van Gisbergen
in one of the biggest races in New Zealand! Photo below

GARDENING for YOUNG & OLD
Fourteen days until Christmas Day; a wonderful occasion
for family get togethers, however don’t forget your garden!
Cutting back
- not heavy pruning of summer crops help
get rid of those garden pests. When insects lay eggs, it is
usually on the underside of leaves - keeping their eggs and
young safe from predators and have a ready source of food
when they hatch. The young pests suck the goodness out of
the plants, quickly weakening them. And causing the plants
to succumb to diseases. The vegetables that benefit most
from a summer prune are beans, cucumbers, melons,
pumpkins, zucchini and tomatoes.
For Fruit it is different - wait until the plant is established
and has produced its first fruit, then start to pluck leaves -
leaving enough for photosynthesis to occur.
Take the unhealthy leaves - yellowy or curled up - using a
sharp knife or scissors - repeat on a fortnightly basis.
From an interesting article I read:
“
Storing Vegetables and Fruit is an Art Form
- my apples sit
with my potatoes and bananas are kept from all other fruits, as
when ripening they emit ethylene. You can’t smell it, however if
you do it has light musky smell. Different fruits and vegetables
emit ethylene gas at varying rates. The more gassy the quicker the
produce ripens - melons, pears, kiwifruit, avocadoes, mangoes and
tomatoes like bananas are high ethylene emitters. Pair these with
slower emitters like, broccoli, cabbages, zucchini, pumpkins,
cucumbers potatoes and berries”. I hope this helps with your
storage.
Roses
may be in between flushes of flowers - make sure to
prune spent blooms to encourage new ones.
Water
all plants early in the morning or in the evening to
minimise evaporation loss, give the soil a good soak rather
than a light sprinkle.
Top up mulches
to conserve soil moisture and hoe bare
soil to keep weeds down and prevent a crust forming.

The past year has been a huge one for
Council. With the general election now
completed we have more certainty
about the raft of legislation that was
being pushed by the previous
government.
The
Resource
Management reforms have been
binned. Three waters (in its previous
form at least) is also gone. Reform of
local government as proposed by
Labour also destined to go.
LONG TERM PLAN
Council has made good progress
developing the draft Long Term Plan
(LTP). The LTP is our ten year budget
and works programme that is reviewed
every three years. The proposed vision
is “Kaipara – The place to be!”. We
want to make Kaipara an attractive and
affordable place for new residents and
businesses to come to.
Council will be consulting on the LTP
starting in March 2024. Make sure you
tell us what you want delivered for our
district.
ROADING
Roading maintenance is Council’s
biggest expense and one of the biggest
concerns
for
ratepayers.
Our roads have not
been well maintained
and we are pushing
hard to straighten this
out. We are in the
final
stages
of
reviews of both our
maintenance contract
and our operating
model (currently run
under the Northland
Transportation
Alliance
shared
between
the
Northland councils). Whilst we await
the outcome of the reviews, we have
brought on board an in-house road
engineering
expert
to
ensure
maintenance is optimised in the
interim.
Mayor Jepson and I also recently had a
very positive meeting with the new
Minister of Transport Simeon Brown-
pictured
above.
The meeting was
regarding the upcoming remedial work
on the Brynderwyns and how related
diversions will be better managed this
time, but also provided other key
insights. The new government has
prioritised a permanent new four-lane
alternative for the Brynderwyns in the
coalition agreement. They are rewriting
the Government Policy Statement on
Transport and bringing back Roads of
National Significance, and Auckland to
Whangarei will be made on those
roads.
DISTRICT PLAN
The district plan defines how
ratepayers land can be subdivided and
used. The district plan
working
party
is
making good progress
ensuring that the future
plan will be simple and
enabling, and easy to use. When this
process has been completed Council
will make a decision about notifying a
proposed plan.
ENGINEERING STANDARDS
REVIEW
Mayor Jepson has formed a working
party to oversee the review of
Council’s
engineering
standards
alongside the district plan review. In
some circumstances the application of
these regulations has been criticized as
inappropriate. For example, requiring
large ‘Sherman tank’ style crossings
for small rural lots that will never see a
stock truck and trailer enter the
property. We want to ensure that all
components of the standards are
appropriately applied, and that the
standards are also simple and enabling.
ECONOMIC DEVELOPMENT
Council is in the final stages of
appointing a district
specific
economic
development
lead.
This role will work to
promote Kaipara as
an attractive and easy
place to reside and set
up business. This role
will also help to
define and develop
the
district’s
economic
development strategy,
and
work
with
Council’s Economic
Development
Committee. The appointee will also
work closely with Northland Inc.
which is the economic development
agency for Northland (a council
controlled organisation of which KDC
is a shareholder).
WASTE TO ENERGY
Discussions
with
neighbouring
Councils around using modern waste-
to-energy technology as a clean
alternative to the Dome Valley Landfill
are ongoing. We expect to see this
initiative progressed in the new year.

KAIWAKA SPORTS ASSOCIATION
TOP of the ROCK!
Kaiwaka Sports Association’s
annual multi-sport event,
the Top of the Rock, is back
it will be held on
Sunday 17th March 2024
St Patrick’s Day.
There are two running/walking
routes: a 5km and a 10km. The 5km
route goes around the two lakes near
Baldrock Rd. The 10km route goes
around those two lakes then traverses
private land not usually open to the
public, reaching a lofty spot on the
hills at the base of the Brynderwyns
with fantastic views to the ocean to the
east and through to the Kaipara
Harbour to the west.
There will be a Kids Fun Bike Ride
for children under 11 years, which is
free to enter. It’s a short, flat course
(going around the sports complex
grounds, school grounds and a
neighbour’s farm), and takes around 10
minutes, so it’s perfect for the young
ones. Children will need a bike, helmet
and shoes.
Prizegiving and entertainment will
be held at the Sports Complex
afterwards, with prizes for place-
getters and lots of great spot prizes.

The last update for
the
year
from
Kaiwaka Can.
But
firstly
we
would like to acknowledge the passing
of Ian Leighton. Ian was a foundation
member of Kaiwaka Can and first
secretary. It is thanks to people like Ian
that Kaiwaka Can has been able to
move forward to what it is today.
PONTOON
With the designing of the pontoon the
go now is that the next step will be
gaining all the consents. The skate park
is not far off moving from concept to
design as well. We will hopefully be
able to have an evening early in the
new year open to the public to view the
plans we have going forward. These
projects we hope will add more
recreational facilities to complement
those of Kaiwaka Sports Association.
We hope these areas will have
something for all even if you just want
to relax with a coffee.
FUNDRAISING
The new year will also see us starting a
fundraising drive to pay for these
projects. Unfortunately they do not
come cheap. Skate Park some
$600,000 and pontoon $250,000.
RIVERBANK PLANTING
We are also hoping to work on planting
along the riverbank on the Western
side of SH1 which will mark the start
of the walkway around the Peninsular.
We already have some funding for this.
All these activities are able to be
viewed on our web site kaiwakacan.nz.
We wish all a happy and safe
Christmas and New Year. And we look
forward to moving forward to make
Kaiwaka a destination not a drive

LIBRARY APP
After my efforts in telling you all about
the various apps and services the library
has to offer in my last report, the library
app itself has since bitten the dust, and
won't be coming back. This has affected
libraries all over the world, not just us,
when the supplier of the app pulled out
suddenly. As a result, the makers of our
library management system have made
some quick upgrades to the Enterprise*
web site, so when you use it on your
phone or other small screen it is more
user-friendly than it used to be.

Since my last report I've read a few
books that are worth recommending...
Hannah & Huia by Charlotte Lobb

Dargaville Library sent their copy of
this book to me to review for the
summer catalogue, and I loved it so
much I bought a copy for our shelves.
It's a brilliant first novel.
Catch a Falling Star by Eileen Merriman
is a prequel to
Catch Me When You
Fall
, which I haven't read (yet!). It
worked fine as a standalone book. It
follows Jamie, a likeable but chaotic
character, as he
bounces from
highs to lows
and back again.
The book is as
fast paced as
the thoughts in
his head. Every
book I've read
by Merriman
has
been
excellent, and
this
is
no
exception.
Right now, I'm
reading
The
Defector
by
Chris Hadfield,
the sequel to
The
Apollo
Murders - I'll be finished with it before
this edition of the Bugle comes out. The
central character is Kaz, a former US
Navy test pilot, who now works for
NASA. The Apollo Murders is set
around a fictional Apollo 18 mission,
and The Defector is based on true
events involving a Russian pilot
defecting to America and bringing his
top-secret plane with him. Hadfield is a
former test pilot and one of the most
seasoned astronauts in the world, and
he brings insider knowledge to these
exciting thrillers
.

CHRISTMAS CRACKERS
Tradition tells of how Tom Smith (1823–1869), pictured right c.
1869, of London invented crackers in 1847. He created the crackers
as a development of his bon-bon sweets, which he sold in a twist of
paper (the origins of the traditional sweet-wrapper). As sales of bon
-bons slumped, Smith began to come up with new promotional
ideas. His first tactic was to insert love messages into the wrappers
of the sweets (similar to fortune cookies).
Smith was inspired to add a "crackle" element after hearing the crackle of a log he
had just put on a fire. The size of the paper wrapper had to be increased to
incorporate the banger mechanism,
and
the sweet itself was eventually dropped, to
be replaced by a trinket: fans, jewellery and other substantial items. The new product
was initially marketed as the Cosaque (French for Cossack), but the onomatopoeic
"cracker" soon became the commonly used name, as
rival varieties came on the market.
The other elements of the modern cracker-the gifts,
paper hats and varied designs -were all introduced by
Tom Smith's son, Walter Smith, to differentiate his
product from the rival cracker manufacturers which had
suddenly sprung up. Tom Smith & Company merged
with Caley Crackers in 1953.’
